2025 - 2028 FHA APPROVED ASSOCIATION

The Village at Polaris Park is once again an approved FHA association. What this means for current homeowners….this should attract more buyers to the VPP.

FHA approvals are crucial for buyers who wish to use FHA loans, characterized by their low down payments (as little as 3.5%) and more lenient credit score requirements. An FHA-approved condo means a broader scope of financing options, making homeownership accessible to a larger group of people, particularly first-time buyers or those with less available cash for large down payments.

For Home Sellers: Sellers in FHA-approved communities benefit significantly because their potential buyer base expands dramatically. Properties that qualify for FHA financing generally sell faster and possibly at premium prices due to increased demand, especially in markets with a high concentration of first-time homebuyers.

For Current Homeowners: For those not looking to sell, FHA approval still adds intrinsic value by enhancing the financial stability and marketability of the community, which can indirectly boost individual property values over time.


Social/Safety Community committee

We would like to thank those homeowners who attended last night’s annual meeting. One suggestion was to see if the community would be interested in a Social/Safety Committee. This committee would meet on topics/items regarding social activities in the community as well as safety concerns. These items would then be brought to the board for a vote. This committee would also be responsible for the VPP Block Watch. If this is something that interests you, please fill out the form below:



DECLARATION AMENDMENT - EMails

There are new updates to the Ohio Condominium and HOA statutes/law signed by Governor DeWine. One update to O.R.C. 5311 and 5312 is related to electronic notices for owners’ meetings. We have updated our VPP Declarations to include electronic mail (email) as acceptable communication for meetings. The new amendment can be read here.

PEar Tree - Lecanium Scale
and VITAMIN/HEALTH TreatMENT

The pear trees are on a yearly treatment plan for the Lecanium scale and Vitamin/Health Blend. They have improved from the severe infestation we had in past but it’s a continual fight against these very invasive insects.

The insecticides will be applied but there is a time frame we must follow so the trees don’t have additional damage. The insecticides will be applied about ten days after full petal fall (all petals off) or 17 to 21 days after full bloom.

GENERAL UPDATES AND UPCOMING PROJECTS

Catch Basin Repair will continue and is scheduled as a yearly project in 2025. This repair is scheduled to be done through May - July. Please don’t drive in the grass.

Rentals in the Community

CPS is performing an audit of all rentals in the development.

Unit owner shall provide a copy of each signed rental agreement to the property management company for the Association, and each renewal thereof, no later than the commencement of the lease. Unit owner must also provide the management company with their offsite address and telephone number in writing, as well as the contact information for the tenant(s), including home (or cell) and business phone numbers and business address per Ohio law. Non-compliance will result in the assessment of a $250 violation fine to the Unit owner. If the owner has a management company regarding the rental, the contact information for the management company must be provided to the board, including the telephone number and mailing address.


HANDBOOK UPDATES

Yard ornaments must be kept in limited common landscaping beds. A maximum of 16 yard ornaments (excluding American Flag) may be placed in any front, side, or back landscaping bed(s). General height restriction for landscape ornaments cannot exceed a height of 5 feet. Any potted plantings must be in a decorative container designed to complement the home, no DYI containers or buckets are allowed. Only bird feeders are permitted in Limited Common trees and limited common landscaping beds. Yard ornaments, potted planters and bird feeders must be properly maintained, and in good condition.

Seasonal Decorations are defined as suitable for display during an extended period throughout spring, summer, fall or winter. They cannot be holiday specific and are based on natural imagery/materials. The seasonal schedule will be as follows: Spring - March 1, Summer - June 1, Fall - September 1, Winter - December 1. Note: Some seasonal decorations might also be suitable for the previous season. The following decorations are exempt from the seasonal schedule, bird baths, bird feeders, fountains, decorative outdoor benches/chairs, welcome décor, solar lights, and wind chimes.

Patio expansions with concrete or pavers must be natural earth tones. Browns, tans, grays, and terracotta colors are within this natural earthy pallet. Stains Only (no paint) within this color pallet can be applied to the concrete or pavers to enhance the original color patio.

Garage Light Inspection

CPS will be inspecting burnt garage lights frequently. Please check your garage light and replace the bulbs if your light is out.
Compliances will be sent if the garage light is out.

TRASH AND BULK PICK-UP ITEMS

Trash/Recycle containers may be set out 24 hours prior to the scheduled pick-up day, and shall be placed back in the garage or against/adjacent to garage within 24 hours afterwards. Any container(s) in violation of the 24 hour rule is subject a special assessment fine. The board is not required to provide a written warning to the owner.

Some large items cannot be thrown away because they are too big to fit in your trash container. Items placed next to the trash container will not be picked up. Residents should contact the City's 311 Customer Service Center to schedule bulk items by calling 311 or 614-645-3111, or online at www.311.columbus.gov.

BULK COLLECTION: NO BULK ITEMS WILL BE COLLECTED UNLESS THE RESIDENT SCHEDULES COLLECTION ONLINE OR CALLS 645-3111.

Bulk items should be placed by the driveway on the day scheduled for pick-up and must be picked-up on the following day. If bulk items are left out longer than 72 hours, a $100.00 special assessment will be assessed to the unit and the self-help assessment will be done.

PEar Tree - Replacement

Apart from our Declarations requirement, we know as VPP homeowners what great beauty and value our trees add to our neighborhood. The Board of Directors have recognized that our Bradford Pear trees originally installed between each home and the sidewalks by the builder have aged and matured over the past 20 years and may become problematic in the future. Also, Ohio has added the Bradford Pear tree to the invasive species list and banned any new plantings starting in September of 2023.

In the past, the HOA has taken responsibility for trimming our limited common element trees low branches that become too low to walk under while on the sidewalks, as well as treating all the trees (limited and common) for the invasive scale pest. This will continue to be done by the association since this requires all trees to be done at the same time.

If your Pear Tree needs removed and replaced this is the homeowner’s responsibility. The Board has created a pre-approved list of replacement trees, see below. An EMA will need to be submitted for approval before any Pear tree is removed and replaced. The new replacement tree must be a minimum of 4 feet in height when planted. Homeowners are required to remove the old Pear tree, grind the stump, and then replant a new tree within 9 to 12 months.

We want all homeowners to know that the Board recognizes the aesthetic value and street beauty of our tree lined streets and is trying to balance aesthetics with long term plans. Please understand that this process is quite long term and may not affect an individual tree for several years to come.
